Civilian Program Manager
Sharon Downey joined Visual Connections in June of 2014 as the Program Director for the Quality Management Review Systems (QMARS) project at the Centers for Medicare and Medicaid (CMS). Sharon is providing program and project management as well as supporting Business Development and Organization Development for Visual Connections.
Sharon brings over 30 years of business and technical leadership, managing contracts in the areas of software design and development and related support services such as contact/call centers, testing, training, PMO, and data management for key Department of Health and Human Services (DHHS) program initiatives, primarily at CMS, FDA, and SSA. She has held positions as Vice President, Director, and Program Manager. Prior to joining Visual Connections, Sharon was a Senior Director of Federal Solutions Operations where she directed and supervised 9 project managers that comprised a portfolio of over $73M with 12 Federal technology projects as well as held responsibility for the Business and Organizational Processes team, and administrative project support. She provided leadership with profit and loss responsibility of over 130 personnel. She provided management and technical review of proposal efforts and marketing and business development support, as well as functioned as the corporate Ethics Officer.
As a Senior Manager, Sharon has managed teams supporting business operations for other Federal agencies including DoD, Dept. of Commerce, Environmental Protection Agency, NIST, Dept. of Agriculture, and state agencies including Maryland and Pennsylvania.
Sharon holds a Bachelor of Science degree in Business Management from the University of Maryland.
