Recruiter
Visual Connections, LLC is seeking Senior-Level Recruiter to lead full-cycle recruiting (≈70%) and provide hands-on HR assistance (≈30%). You’ll develop and execute sourcing strategies for hard-to-fill cloud, cybersecurity, and DevSecOps roles (e.g., Cloud/Platform Engineers, SREs, DevSecOps Engineers, AppSec/ISSO/ISSM, SOC Analysts T1–T3, IR/DFIR, Detection Engineering, GRC/RMF/FedRAMP) while also building scalable pipelines for federal health roles (medical record reviewers, medical coders, physician reviewers). You will own req intake, structured selection, LOIs for proposals, offer/close, and compliant documentation (EEO/OFCCP). On the HR side, you’ll support onboarding, policy upkeep, HRIS updates, and employee relations intake.
Responsibilities
Recruiting (≈70%)
Lead full-cycle recruiting for cleared/uncleared roles across Cloud (AWS/Azure/GCP, Kubernetes, Terraform/IaC), DevSecOps (CI/CD, GitHub/GitLab/Jenkins, containers, SAST/DAST/SCA), Cyber (SOC, IR/DFIR, Detection Eng., Threat Intel, GRC/RMF/FedRAMP, ISSO/ISSM) and Federal Health (medical coders, record reviewers, physician reviewers).
Build proactive pipelines/benches for surge needs and key personnel; drive proposal/capture recruiting (LOIs, resume tailoring to RFP labor categories, wage mapping).
Source via LinkedIn Recruiter, ClearanceJobs, Indeed, niche boards, talent communities, referrals, events, cold calling/Boolean/X-ray, and targeted outreach.
Post/refresh/optimize job ads; track source effectiveness; A/B test messaging; maintain accurate recruitment status trackers and weekly dashboards (time-to-fill, submittals, interviews, offers, acceptance, source-of-hire).
Partner with hiring managers to calibrate profiles and develop structured interview rubrics; schedule and facilitate interviews.
Ensure EEO/OFCCP compliance across postings, outreach, disposition codes, and recordkeeping.
Collaborate with FSO/PSO on clearance pathways and with Tech Leads to understand domain-specific requirements (e.g., RMF roles, DoD 8140/8570 baselines).
HR Management (≈30%)
Drive day-one/day-two onboarding: I-9/E-Verify, policy acknowledgments, HRIS entry, benefits coordination; maintain accurate records and job descriptions.
Support handbook/policy updates and routine employee relations intake; escalate as appropriate.
Partner with Finance/Operations for headcount forecasting and staffing plans tied to new awards; recommend tooling/process improvements (ATS/HRIS automation, interviewer training, DEIA initiatives).
Produce monthly hiring/HR metrics for leadership and continuous improvement recommendations
Requirements
Education: Bachelor’s in HR, Business, Communications, or related field (or equivalent experience).
Experience: 5–7+ years of full-cycle recruiting in federal contracting, including proven success in cloud/cyber/DevSecOps hiring and federal health recruiting (coders, physician/record reviewers).
Demonstrated proposal/capture recruiting expertise (key personnel, LOIs, resume alignment to RFP labor categories) and fast-paced delivery hiring.
Excellent communication and stakeholder management; comfortable with cold outreach and executive-level interactions; high integrity with confidential information (PII/PHI).
Certifications (Preferred)
SHRM-CP/SHRM-SCP or HRCI PHR/SPHR
AIRS CIR, LinkedIn Certified Professional–Recruiter, or ASA CSP
