USDA PHIS Senior Fullstack Developer

Visual Connections, based in Columbia, Maryland, has an exciting opportunity for a Senior Fullstack Developer to join our team in a 100% remote role supporting the USDA Food Safety and Inspection Service (FSIS) modernization of the Administrative Enforcement Report (AER) capability within the Public Health Information System (PHIS). This role combines deep hands-on C#/.NET engineering with secure front-end, API, workflow, data, and Azure integration expertise. You will help transform legacy AssuranceNet functionality into a responsive, case-centric PHIS component that manages enforcement actions, evidence, industry responses, reviews, forms, analytics, and audit history. You will work closely with architects, business analysts, data specialists, DevSecOps engineers, testers, and PHIS subject matter experts to deliver maintainable, accessible, secure, and production-ready increments.

Essential Job Functions

  • ·       Design, develop, test, and maintain full-stack application capabilities using C#, Microsoft ASP.NET Core 8, PHIS shared services, and established PHIS engineering patterns.

    ·       Modernize approved legacy Java and related ANET functionality into modular .NET services and PHIS portal components while preserving required business behavior, data, and audit history.

    ·       Build responsive user interfaces using Telerik Kendo UI and approved web technologies, with consistent tables, forms, contextual navigation, validation, input preservation, and progressive disclosure.

    ·       Implement accessible interfaces that meet Section 508 and WCAG Level A and AA criteria, including keyboard operation, screen-reader support, perceivable field states, focus management, and accessible error handling.

    ·       Develop secure APIs and service integrations using approved data contracts, authentication and authorization patterns, Azure API Management, and PHIS core services.

    ·       Implement case-centric capabilities covering intake, enforcement actions and issuances, industry responses, evidence, verification plans, management review, routing, AER forms, timelines, and closure.

    ·       Develop configurable workflow and notification services for approvals, returns, referrals, transfers, escalations, deadlines, reminders, reassignment, and close/reopen actions based on role hierarchy and business rules.

    ·       Build the governed Issuance Template Engine, including reusable language blocks, dynamic placeholders, conditional logic, editable and locked content, action/reason mapping, versioning, rollback, preview, and finalization.

    ·       Implement PDF and PDF/A generation using approved libraries such as Aspose.Total, including dynamic data, empty-field handling, batch printing, version comparison, manifests, and evidence packages.

    ·       Implement secure evidence handling with bulk upload, file metadata, integrity hashing, chain-of-custody attributes, exhibit ordering, preview, linking, and case-owner review controls.

    ·       Implement PHIS role-based access control, USDA eAuthentication and PIV/LincPass integration, secure session behavior, sensitive-action authorization, and immutable audit logging.

    ·       Develop reliable record-locking and concurrency controls that display lock ownership, preserve authorized work, expire inactive locks, support supervisor release, and audit every lock event.

    ·       Design and optimize application data access using Azure SQL Managed Instance, SQL Server, T-SQL, transactions, indexing, stored procedures where appropriate, and secure repository or ORM patterns.

    ·       Use Azure services such as Azure Functions, Storage Accounts, Key Vault, App Configuration, Data Factory, and Azure Service Bus when approved by the PHIS architecture.

    ·       Implement advanced search, saved search, filtering, CSV/PDF export, FOIA and eDiscovery packages, and service-based data exchange with analytics and reporting platforms.

    ·       Create unit and integration tests and support Playwright end-to-end automation, regression, accessibility, security, performance, load, and user acceptance testing.

    ·       Use Azure DevOps and Git for source control, pull requests, code review, build and release pipelines, traceability, configuration management, and controlled promotion across environments.

    ·       Apply secure coding standards, dependency management, secrets protection, input validation, logging, error handling, encryption, and vulnerability remediation consistent with USDA and federal requirements.

    ·       Diagnose and resolve defects and integration issues across application, API, database, messaging, identity, and infrastructure tiers during development, testing, deployment, and the warranty-support period.

    ·       Produce and maintain technical designs, API specifications, configuration notes, source-code documentation, release notes, runbooks, operations materials, and knowledge-transfer content.

    ·       Participate in Agile ceremonies, estimate and refine backlog items, demonstrate completed work, mentor other developers, and collaborate with the Product Owner and testers to meet acceptance criteria.

Minimum Required Qualifications

  • Bachelor's degree in computer science, software engineering, information systems, or a related field and at least seven years of software development experience; additional directly relevant experience may be considered in place of a degree where permitted by the applicable labor category.

  •  At least five years of hands-on experience developing enterprise applications with C#, .NET, ASP.NET Core, SQL, REST APIs, JavaScript or TypeScript, HTML, and CSS.

  •  Demonstrated experience delivering secure, multi-tier web applications in Azure or Azure Government using automated build, test, and deployment practices.

  •  Experience with complex workflow, case-management, document-generation, records-management, or high-auditability systems is required; federal or regulated-environment experience is strongly preferred.

  •  The ability to successfully complete and maintain the USDA-required suitability determination, background investigation, and access authorization at the NAC or Public Trust level, as determined by the position designation.

  •  Employer-based immigration sponsorship is not available for this role. Candidates must be legally authorized to work in the United States and satisfy applicable USDA residency and suitability requirements.

Knowledge, Skills and Abilities

  • Expert-level C#, .NET, ASP.NET Core, object-oriented design, dependency injection, asynchronous programming, API design, and application troubleshooting skills.

  • Strong front-end engineering skills with Telerik Kendo UI or comparable enterprise component libraries, modern JavaScript or TypeScript, responsive design, and accessible forms.

  • Strong knowledge of SQL Server and Azure SQL Managed Instance, data modeling, transactions, indexing, query optimization, and secure data-access patterns.

  • Experience with Azure API Management, Functions, Storage, Key Vault, App Configuration, Service Bus, Azure DevOps, or comparable Azure services.

  • Understanding of service-oriented and event-driven architecture, reusable common services, canonical data contracts, cross-system identifiers, and integration resiliency.

  • Experience implementing RBAC, authentication and authorization, PIV or federated identity integration, audit logging, concurrency controls, and secure file handling.

  • Knowledge of Section 508, WCAG Level A and AA, browser compatibility, responsive design, and automated accessibility testing.

  • Experience with Git, pull-request reviews, CI/CD, infrastructure and configuration automation, unit testing, API testing, Playwright or comparable end-to-end testing, and performance troubleshooting.

  • Knowledge of secure software development practices, OWASP risks, secrets management, dependency scanning, vulnerability remediation, and federal security controls.

  • Excellent analytical, problem-solving, technical writing, mentoring, customer-facing, and cross-functional communication skills.

Other

  • This is a 100% remote position with Visual Connections in Columbia, Maryland. Candidates may perform the work remotely from within the United States, subject to project, security, and Government access requirements. Residence in the Washington, DC, Maryland, and Virginia (DMV) region is preferred but not required.

  • Candidates must be available for virtual collaboration, customer meetings, release or cutover support, and other project activities aligned to Eastern Time business hours. No routine on-site work is required.
