Tobi Pulley is the Vice President, Operations at Visual Connections, LLC, where she leads Portfolio Management, Finance, and Contract Delivery Operations. With over 30 years of professional experience spanning the federal government, private sector, and consulting, Tobi brings unparalleled expertise in Medicare program integrity, operational efficiency, and process improvement.

Tobi’s career highlights include directing large-scale medical record reviews for Medicare Advantage health plans, implementing machine learning tools to streamline workflows, and driving quality improvements across complex projects. Her deep understanding of federal health regulations, coupled with her ability to conceptualize innovative solutions, has consistently delivered exceptional results for clients, including the Centers for Medicare & Medicaid Services (CMS).

A dedicated leader and strategic thinker, Tobi holds a Master of Public Health and a Bachelor’s degree in Accounting & Finance. She is also a Certified Associate in CMMI V2.0 and has received numerous accolades, including the FedHealthIT Women in Leadership Impact Award, for her contributions to federal health IT and consulting.
