Visual Connections is seeking a hands-on Controller focused on government contracting financial operations. This role exists to take ownership of invoicing execution, job-cost and margin management, and recurring financial reporting, while leading and quality-checking the offshore accounting team. You will operate as the company’s primary accounting control point for government and joint-venture work, ensuring invoices are submitted correctly and on time, financials are accurate, and leadership has clear visibility into cash flow, budgets, and profitability.
Key Responsibilities
A. Invoicing and Billing Operations
Own end-to-end customer invoicing for federal contracts and joint-venture projects, including coordination of approvals, supporting documents, and submission timing.
Operate and administer invoice submission processes and credentials, including IPP access management and submission tracking.
Build and maintain invoice packages: timekeeping support, travel support, subcontractor invoices, CDRLs/deliverables acceptance evidence, and CLIN/SLIN mapping.
Maintain an invoicing calendar by contract and customer, and proactively escalate blockers before due dates.
Create standard invoice templates by customer and contract vehicle to reduce rework and ensure consistency.
Manage accounts receivable: AR aging, collections cadence, dispute resolution, and cash application coordination.
B. Job Cost, Margin, and Budget Management
Maintain project and contract job-cost structure to support accurate margin reporting by contract, CLIN, and task order.
Produce weekly and monthly profitability snapshots: revenue, cost, gross margin, burn rate, and forecast to completion.
Partner with leadership on budget planning, hiring affordability, and margin improvement actions.
Identify and communicate contract financial risks: labor mix issues, unbilled costs, ceiling burn, funding constraints, and rate impacts.
C. Financial Reporting and Cadence
Own the reporting rhythm: weekly KPIs, monthly financial statements, and quarterly package for leadership.
Deliver a standard leadership dashboard covering cash position, AR, AP, backlog, billed vs collected, project margins, and exceptions.
Prepare quarterly summaries suitable for mentor, JV partner, and internal governance discussions.
Maintain a compliance-grade audit trail for invoices and key accounting decisions.
D. Team Leadership and Quality Control
Lead and develop the offshore accounting team through clear SOPs, checklists, and accountability.
Perform quality assurance on reconciliations, invoice packages, and reports before delivery to leadership or customers.
Define roles, SLAs, and escalation paths, including what the offshore team owns versus what must be handled domestically.
Coordinate with the internal operations lead to align accounting priorities to business needs.
E. Government Contracting Accounting and Compliance
Ensure accounting practices support federal contracting norms, including documentation discipline and audit readiness.
Support timekeeping integrity and labor distribution alignment to contract requirements.
Coordinate subcontractor and JV financial administration: invoicing, payment tracking, workshare documentation, and partner reporting.
Assist with indirect-rate awareness and cost allocation controls appropriate for a growing GovCon business (depth based on current maturity).
Maintain secure handling of invoice attachments and any sensitive customer information.
F. Systems and Process Improvement
Own the accounting operating system: close checklist, invoice workflow, file structures, naming conventions, and version control.
Evaluate and improve tools and integrations used for billing and reporting (for example, accounting platform, timekeeping, document management, and customer portals).
Implement light automation where possible to reduce manual effort and reduce error rates.
Create onboarding materials so new accounting staff can become effective quickly.
Required Skills:
5+ years of progressive accounting or finance operations experience, with significant exposure to government contracting billing.
Experience with PROCAS or other Accounting ERPs
Experience with IPP or other federal invoicing portals and associated compliance requirements.
Demonstrated experience owning invoicing end-to-end, including portal submission workflows and supporting documentation.
Experience supporting joint ventures, mentor-protégé structures, or complex subcontractor reporting.
Strong job-cost accounting and margin management capability.
Proven ability to manage a distributed team and enforce quality standards.
Preferred Requirements:
GovCon controller background in a small to mid-sized federal contractor.
Exposure to audit readiness concepts (for example, documentation discipline and internal controls).
CPA or equivalent credentials.
